90526e9fba common: Drop net.h from common header
Move this header out of the common header. Network support is used in
quite a few places but it still does not warrant blanket inclusion.

Note that this net.h header itself has quite a lot in it. It could be
split into the driver-mode support, functions, structures, checksumming,
etc.

515e8174f5 x86: Update mrccache to support multiple caches
With Apollo Lake we need to support a normal cache, which almost never
changes and a much smaller 'variable' cache which changes every time.

Update the code to add a cache type, use an array for the caches and use a
for loop to iterate over the caches.

67c4e9f815 common: Move board_get_usable_ram_top() out of common.h
Move this function into init.h which seems to be designed for this sort
of thing. Also update the header to declare struct global_data so that it
can be included without global_data.h being needed.

1eb69ae498 common: Move ARM cache operations out of common.h
These functions are CPU-related and do not use driver model. Move them to
cpu_func.h

83d290c56f SPDX: Convert all of our single license tags to Linux Kernel style
When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

76b00aca4f board_f: Drop setup_dram_config() wrapper
By making dram_init_banksize() return an error code we can drop the
wrapper. Adjust this and clean up all implementations.

c6d4705f41 x86: quark: Configure MTRR to enable cache
Quark SoC does not support MSR MTRRs. Fixed and variable range MTRRs
are accessed indirectly via the message port and not the traditional
MSR mechanism. Only UC, WT and WB cache types are supported.

We configure all the fixed range MTRRs with common values (VGA RAM
as UC, others as WB) and 3 variable range MTRRs for ROM/eSRAM/RAM as
WB, which significantly improves the boot time performance.

With this commit, it takes only 2 seconds for U-Boot to boot to shell
on Intel Galileo board. Previously it took about 6 seconds.
