We have the following cases:
- CONFIG_NR_DRAM_BANKS was defined, migrate normally
- CONFIG_NR_DRAM_BANKS_MAX was defined and then used for
CONFIG_NR_DRAM_BANKS after a check, just migrate it over now.
- CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 +
2), set this to 8.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

CONFIG_PHY_ADDR is used for old-style configuration. This makes
impossible changing the PHY address, if multiple boards share a same
config header file (for example include/configs/sunxi-common.h).
Moving this to Kconfig helps overcoming this issue. It's defined
as entry inside PHYLIB section.
After the implemention, moveconfig was run. The issues are:
- edb9315a - CONFIG_PHYLIB is not enabled. Entry is
deleted.
- ds414 - CONFIG_PHYLIB is in incompatible format:
{ 0x1, 0x0 }. This entry is also deleted.
- devkit3250 - The PHY_ADDR is in hex format (0x1F).
Manually CONFIG_PHY_ADDR=31 is added in
the defconfig.
After the changes the suspicious defconfigs passes building.

Migrate the option CONFIG_SPL_FRAMEWORK and make this gate most of the
current set of options we have in Kconfig. We will need to have some
options available for SPL and !SPL_FRAMEWORK so this is important. In a
few cases we re-order existing options so that we have less escapes from
the SPL_FRAMEWORK guard.

On the NIOS2 and Xtensa architectures, we do not have
CONFIG_SYS_TEXT_BASE set. This is a strict migration of the current
values into the defconfig and removing them from the headers.
I did not attempt to add more default values in and for now will leave
that to maintainers.

Now that include/config_fallbacks.h define a sane fallback for
CONFIG_SYS_MAXARGS, we can drop the definition of this constant in all
configurations that were using the default value.

This converts the following to Kconfig:

In fact this already exists for sunxi as a 'choice' config. However not
all the choices are available in Kconfig yet so we cannot use that. It
would lead to more than one option being set.
In addition, one purpose of this series is to allow the environment to be
stored in more than one place. So the existing choice is converted to a
normal config allowing each option to be set independently.
There are not many opportunities for Kconfig updates to reduce the size of
this patch. This was tested with
./tools/moveconfig.py -i CONFIG_ENV_IS_IN_MMC
And then manual updates. This is because for CHAIN_OF_TRUST boards they
can only have ENV_IS_NOWHERE set, so we enforce that via Kconfig logic
now.

As the help message of CONFIG_BOOTDELAY says, CONFIG_BOOTDELAY=-2
means the autoboot with no delay, with no abort check even if
CONFIG_ZERO_BOOTDELAY_CHECK is defined.
To sum up, the autoboot behaves as follows:
[1] CONFIG_BOOTDELAY=0 && CONFIG_ZERO_BOOTDELAY_CHECK=y
autoboot with no delay, but you can abort it by key input
[2] CONFIG_BOOTDELAY=0 && CONFIG_ZERO_BOOTDELAY_CHECK=n
autoboot with no delay, with no check for abort
[3] CONFIG_BOOTDELAY=-1
disable autoboot
[4] CONFIG_BOOTDELAY=-2
autoboot with no delay, with no check for abort
As you notice, [2] and [4] come to the same result, which means we
do not need CONFIG_ZERO_BOOTDELAY_CHECK. We can control all the
cases only by CONFIG_BOOTDELAY, like this:

The change updates DevKit3250 board powerd by NXP LPC3250 SoC:
* due to increased resulting U-boot image size give more space to
store loaded and relocated versions,
* add DMA support, which is used by NAND SLC driver,
* add NXP OHCI and PHY drivers to the image,

A number of LPC32xx SLC NAND defines is dictated by controller
hardware limits and OOB layout is defined by operating system, the
definitions are common for all users. Since those macro are used
in out of NAND SLC driver code (simple NAND SPL framework), they can
not be placed into the driver, therefore move them from board config
files to arch/config.h
The change also adds OOB layout details specific to small page NAND
devices taken from Linux kernel.

The change adds SPL build support to Timll DevKit3250 board, the
generated SPL image can be uploaded over UART5, JTAG or stored on
NAND. SPL is designed to load U-boot image from NAND.
All new NAND chip defines in board configuration are needed by
SPL NAND "simple" framework, the framework is used to reduce
potentially duplicated code from LPC32xx SLC NAND driver.

This change adds more peripherals to Timll DevKit3250 board, namely
MAC and SMSC phy, SLC NAND, GPIO, SPI and I2C.
Also the default serial console is changed to UART5, added an option
to pass device tree blob by means of bootm, predefined environment
variables are slightly extended and reserved space on NAND to store
user defined U-boot environment.

CONFIG_SYS_GBL_DATA_SIZE is not used any more.
The size of struct "global_data" is automatically calculated
by asm-offsets. (See lib/asm-offsets.c)
GENERATED_GBL_DATA_SIZE should be used instead of
CONFIG_SYS_GBL_DATA_SIZE.

The definitions for CONFIG_SYS_PROMPT are varied with little reason other
than to display the board name. Over half the definitions are "==> ", so
make this the default. The rest of the boards remain unchanged to avoid
breaking any external scripts expecting a certain prompt.

CONFIG_STACKSIZE is not referenced anywhere except on AVR32, but present
in most ARM board config files.
IRQs are only enabled for 1 config, so remove the unused config options
for IRQ and FIQ stack size as well.

This change adds a basic support for Embest/Timll DevKit3250 board,
NOR and UART are the only supported peripherals for a moment. The board
doesn't require low-level init, because the initial SDRAM and GPIO
configuration is performed during kickstart bootloader execution.
