Penguin chiefs are actually stripped out from get_maintainer results unless
--git-chief-penguins is provided, which appends them to all results instead.
This is a issue for U-Boot since Tom Rini (penguin chief) is also maintainer
of some sub-trees ("ARM", "ARM TI" and "THE REST").
Hopefully, this match is performed case-senditive over name and email,
therefore upper-casing Tom Rini last name workarounds the issue.
Important note: This also fixes "THE REST" catch all section resulting
in Tom Rini listed as (maintainer:THE REST) for all files. Hope there is not
too much developers scripting their patch email header from get_maintainer.pl
output, otherwise Tom Rini may be flooded.

The most significant change is the addition of the --self-test option
which allows to run a consistency check on all MAINTAINERS files.

Many MAINTAINERS files are in subdirectories.
We should enable searching these.

from linux commit ce8155f7a3d5:
Perl 5.22 emits a deprecated message when "\C" is used in a regex. Perl
5.24 will disallow it altogether.
Fix it by using [A-Z] instead of \C.

Remove the CREDITS file
This file is not maintained these days.
We use MAINTAINERS for the maintainership of the supported boards.
For dead boards, we have some clues in doc/README.scrapyard and
also imperishable history in git-log.
Remove CREDITS from source tree detection to fix this.
