Correct Sphinx style comments in include/dm/ofnode.h
and add the device tree node API to the HTML documentation;
the ofnode functions are compatible with Live tree or with flat
device tree.

Add the following functions to get a specific device's DMA ranges:
- dev_get_dma_range()
- ofnode_get_dma_range()
- of_get_dma_range()
- fdt_get_dma_range()
They are specially useful in oder to be able validate a physical address
space range into a bus's and to convert addresses from and to address
spaces.

Add the following functions to translate DMA address to CPU address:
- dev_translate_dma_address()
- ofnode_translate_dma_address()
- of_translate_dma_address()
- fdt_translate_dma_address()
These functions work the same way as xxx_translate_address(), with the
difference that the translation relies on the "dma-ranges" property
instead of the "ranges" property.
Add related test. Test report:

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Add functions to access addresses in the device tree. These are brought
in from Linux 4.10.
Also fix up the header guard for fdtaddr.h to avoid confusion.
