Add commands for fdt overlay merging. This is required for the boot scripts
that detect PDAs and apply specific overlays to the DTB passed on to kernel.

SAMA5D2 SoC can have extra clip boards (PDAs) connected, which have
an EEPROM memory for identification. A special GPIO can be used to read
this memory over 1wire protocol.
Enabling one wire and eeprom drivers for this memory.

We have the following cases:
- CONFIG_NR_DRAM_BANKS was defined, migrate normally
- CONFIG_NR_DRAM_BANKS_MAX was defined and then used for
CONFIG_NR_DRAM_BANKS after a check, just migrate it over now.
- CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 +
2), set this to 8.

For sama5d2_xplained_spiflash_defconfig, we have the demo layout
as presented on this link:

on SPI Flash (4 Mbyte) we have Bootstrap (second level bootloader), U-boot + env
and kernel+dtb we keep on eMMC on single partition in /boot directory, formatted
with ext4.
Thus, changing the boot command to reflect this demo for the spiflash config,
and fixing up bootargs. Sama5d2_xplained does not have NAND flash, so the
bootargs were completely wrong.

This converts the following to Kconfig:
CONFIG_SPI
This partly involves updating code that assumes that CONFIG_SPI implies
things that are specific to the MPC8xx SPI driver. For now, just update
the CONFIG tests. This also involves reworking the default for
CONFIG_SYS_DEF_EEPROM_ADDR so that we don't set it when we cannot make a
reasonable default, as it does not cause any compile failures.

On the NIOS2 and Xtensa architectures, we do not have
CONFIG_SYS_TEXT_BASE set. This is a strict migration of the current
values into the defconfig and removing them from the headers.
I did not attempt to add more default values in and for now will leave
that to maintainers.

cmd/Makefile has:
ifdef CONFIG_FPGA
obj-$(CONFIG_CMD_FPGA) += fpga.o
endif
which means that if CONFIG_FPGA is not set, CONFIG_CMD_FPGA silently
does nothing. Let's remove that Makefile conditional and instead express
this equivalent dependency in Kconfig, so a lot of redundant
# CONFIG_CMD_FPGA is not set
can be removed from board defconfigs that don't actually have an FPGA.

Move CONFIG_SDHCI to Kconfig and rename it to CONFIG_MMC_SDHCI.
My motivation for the rename is, ultimately, to make all the MMC
options prefixed with MMC_ and SDHCI options with MMC_SDHCI_,
like Linux.

Currently, CONFIG_MMC is not related to any other options by
"depends on" or "select". One of big advantages of using Kconfig
is automatic dependency tracking, but the current state is lacking
it. As the first step, make the existing MMC driver entries depend
on MMC.

Commit 7a777f6d6f ("mmc: Add generic Kconfig option") created
a Kconfig entry for this option without any actual moves, then
commit 44c798799f ("sunxi: Use Kconfig CONFIG_MMC") moved
instances only for SUNXI.
We generally do not like such partial moves. This kind of work
is automated by tools/moveconfig.py, so it is pretty easy to
complete this move.
I am adding "default ARM || PPC || SANDBOX" (suggested by Tom).
This shortens the configs and will ease new board porting.

The description was borrowed from kernel. "tristate" type was changed
to "bool" (I believe we don't support modules for u-boot yet, right?).
CONFIG_USB_GADGET requires CONFIG_USB to be defined too, so add it along
as well.
Definitions were added to defconfig files in a way that
"make savedefconfig" generates exactly the same file as used defconfig.
