Today in initr_reloc_global_data() we use some non-obvious tests to
determine if we need to relocate the env_addr within gd or not. In
order to facilitate migration of other symbols to Kconfig we need to
introduce a new symbol for this particular use case.

This converts the following to Kconfig:
CONFIG_USE_PREBOOT
CONFIG_PREBOOT
Both are together in one commit, since otherwise the former causes kconfig
to define the latter, which gives duplicate symbol errors.
Includes a manual fixup for CONFIG_PREBOOT in ids8313_defconfig since the
backslash lands in the wrong place. Similarly with socfpga_vining_fpga.

The name CONFIG_LEGACY_IMAGE_FORMAT reads slightly better along with
allowing us to avoid a rather nasty Kbuild/Kconfig issue down the line
with CONFIG_IS_ENABLED(IMAGE_FORMAT_LEGACY). In a few places outside of
cmd/ switch to using CONFIG_IS_ENABLED() to test what is set.

In order to migrate this symbol to Kconfig introduce a new symbol to
guard it, CONFIG_SYS_CUSTOM_LDSCRIPT. When that is set we can then
provide the exact final location o the script.

While converting CONFIG_SYS_[DI]CACHE_OFF to Kconfig, there are instances
where these configuration items are conditional on SPL. This commit adds SPL
variants of these configuration items, uses CONFIG_IS_ENABLED(), and updates
the configurations as required.

Boards have only one controller enabled that's why move to DM_I2C is
easy.
Add also i2c alias for not to be shown as i2c bus -1 because alias
doesn't exist.
Config file points to MAC stored in eeprom but it is not listed that's
why I have added 24c08 part.

This patch is doing two things.
1. Exchanging order of boot commands. distro_bootcmd is run first
followed by Xilinx boot command.
2. Remove CONFIG_BOOTCOMMAND from configs (and follow mainline) by
creating Xilinx distribution bootcommand and wiring it as the last
bootcommand.
QSPI, NAND distribution boot command will be added later.

BOOTCOMMAND is composed with distro_bootcmd but this variable is not

There are two reasons for doing this change.
There is still !DM driver for xilinx soft gpio IP and especially it is
saving some space for memory constrained boards like cse (almost ~400B).
