There is no reason to have huge space for variables because none is
using that. But there are some which are setup automatically.

Wire up mini_qspi SPL with zcu102 for testing purpose.
Normally mini u-boot runs with FSBL/SPL for certain board.
Enabling SPL and configuration from zcu102 helps with testing.

We have the following cases:
- CONFIG_NR_DRAM_BANKS was defined, migrate normally
- CONFIG_NR_DRAM_BANKS_MAX was defined and then used for
CONFIG_NR_DRAM_BANKS after a check, just migrate it over now.
- CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 +
2), set this to 8.

Mini targets are using different ENV_SIZE then standard one that's why
defconfigs should be updated to simplify config files.

Add configuration files/dtses for mini u-boot configuration
which runs on smaller footprint of internal memory. This
configuration has only required qspi flash support and it
uses DCC as serial.
