Most of time these value are not needed, CONFIG_SF_DEFAULT

This patch adds DM_PCI support to the MVEBU PCIe driver. This is
necessary, since all PCI drivers have to be moved to DM (driver model)
until the v2019.07 release.
To not break git bisect'ablility, this patch also moves CONFIG_PCI_MVEBU
from config headers to the defconfig files.

We have the following cases:
- CONFIG_NR_DRAM_BANKS was defined, migrate normally
- CONFIG_NR_DRAM_BANKS_MAX was defined and then used for
CONFIG_NR_DRAM_BANKS after a check, just migrate it over now.
- CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 +
2), set this to 8.

The CONFIG_PHY_MARVELL has already been migrated to Kconfig (some boards
already had it in their Kconfig), but had not been moved for older
boards.

On the NIOS2 and Xtensa architectures, we do not have
CONFIG_SYS_TEXT_BASE set. This is a strict migration of the current
values into the defconfig and removing them from the headers.
I did not attempt to add more default values in and for now will leave
that to maintainers.

Having this as a 'default y' is rather annoying because it doesn't
actually compile unless other options are defined in the board header:

We convert CONFIG_PARTITION_UUIDS to Kconfig first. But in order to cleanly
update all of the config files we must also update CMD_PART and CMD_GPT to also
be in Kconfig in order to avoid complex logic elsewhere to update all of the
config files.

Commit 7a777f6d6f ("mmc: Add generic Kconfig option") created
a Kconfig entry for this option without any actual moves, then
commit 44c798799f ("sunxi: Use Kconfig CONFIG_MMC") moved
instances only for SUNXI.
We generally do not like such partial moves. This kind of work
is automated by tools/moveconfig.py, so it is pretty easy to
complete this move.
I am adding "default ARM || PPC || SANDBOX" (suggested by Tom).
This shortens the configs and will ease new board porting.
This commit was created as follows:
[1] Edit Kconfig (remove the "depends on", add the "default",
copy the prompt and help message from Linux)
[2] Run 'tools/moveconfig.py -y -s -r HEAD MMC'

This reverts commit 90c08d9e08.
I took a closer look at this after the commit was applied, and found
CONFIG_SYS_MALLOC_F_LEN=0x2000 was too much. 8KB memory for SPL is
actually too big for some boards. Perhaps 0x800 is enough, but the
situation varies board by board.
Let's postpone our decision until we come up with a better idea.

If both SPL_DM and SPL_OF_CONTROL are enabled, SPL needs to bind
several devices, but CONFIG_SYS_MALLOC_F_LEN=0x400 is apparently
not enough. Increase the default to 0x2000 for the case. This
will be helpful for shorter defconfigs.

This patch adds full DM support to the SPL on MVEBU. Currently
only serial is supported. Other drivers will follow.
This patch also adds the necessary config values for the DEBUG UART
to the MVEBU defconfig files. This came in handy while implementing
this DM support.
Additionally, the mvebu specific SPL linker script is removed and
this common one is used instead:
arch/arm/cpu/u-boot-spl.lds
This common linker script already handles all special cases. No need
to reinvent the wheel for MVEBU here.

This patch adds driver model support for some Marvell MVEBU SoC's. Including
Armada XP and 38x. All 3 currently mainlined boards are converted. DM is now
selected automatically for MVEBU platforms.
With this DM support now available for MVEBU, hardcoding the base addresses
and other information is not necessary any more. Probing should be done
by using the values provided via the device tree now instead. For this
the driver also need to be converted to DM. Patches for some of the drivers
will follow.
