This bus controller is used to communicate with an X-Powers AXP PMIC.
Currently, various drivers access PMIC registers through a platform-
specific non-DM "pmic_bus" interface, which depends on the legacy I2C
framework. In order to convert those drivers to use DM_PMIC, this bus
needs a DM_I2C driver.
Refactor the rsb functions to take the base address as a parameter,
and implement both the existing interface (which is still needed in
SPL) and the DM_I2C interface on top of them.
The register for switching between I2C/P2WI/RSB mode is the same across
all PMIC variants, so move that to the common header.
There are only a couple of pairs of hardware/runtime addresses used
across all PMIC variants. So far the code expected only the "primary"
pair, but some PMICs like the AXP305 and AXP805 use the secondary pair,
so add support for that to the DM driver as well.

and AXP806.

When we clear a pmic_bus bit, we do a read-modify-write operation.
We waste some time however, by writing back the exact samea value
that was already set in the chip. Let us thus only do the write
in case data was changed.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

The R40 SoC uses the AXP221s in I2C mode to supply power.
Some regulator's common usages have changed, and also the recommended
voltage for existing usages have changed. Update the defaults to match.

Some of the code in arch/arm/cpu/armv7/sunxi is actually armv7 specific, while
most of it is just generic code that could as well be used on an AArch64 SoC.
Move all files that are not really tied to armv7 into a new mach-sunxi
directory.
