All Nvidia boards use the same manufacturer, vendor ID and product ID
for the gadgets. Make them the defaults to remove some boilerplate from
the defconfigs.
Inspired by commit e02687bda9 ("sunxi: provide default USB gadget
setup") which did the same for Allwinner boards.

This converts the following to Kconfig:
CONFIG_SYS_NONCACHED_MEMORY
To do this we introduce CONFIG_SYS_HAS_NONCACHED_MEMORY as a bool to
gate if we are going to have noncached_... functions available and then
continue to use CONFIG_SYS_NONCACHED_MEMORY to store the size of said
cache. We make this new option depend on both the architectures which
implement support and the drivers which make use of it.

The current name is inconsistent with SPL which uses CONFIG_SPL_TEXT_BASE
and this makes it imposible to use CONFIG_VAL().

Currently the config options CONFIG_SYS_DFU_DATA_BUF_SIZE and
CONFIG_SYS_DFU_MAX_FILE_SIZE are being set in include/configs/<board>.h
files and also in <board_name>_defconfig files without a Kconfig option. It
is easier for users to set these configs in defconfig files than in config
header files as they are a part of the source code.
Add Kconfig symbols, and update the defconfigs by using tools/moveconfig.py
script.

This allows the user to set $serverip in the environment before
executing a DHCP request. If they do, U-Boot will use that IP rather
than using the IP in the DHCP response.

- In ARMv8 NXP Layerscape platforms we also need to make use of
CONFIG_SYS_RELOC_GD_ENV_ADDR now, do so.
- On ENV_IS_IN_REMOTE, CONFIG_ENV_OFFSET is never used, drop the define
to 0.
- Add Kconfig entry for ENV_ADDR.
- Make ENV_ADDR / ENV_OFFSET depend on the env locations that use it.
- Add ENV_xxx_REDUND options that depend on their primary option and
SYS_REDUNDAND_ENVIRONMENT
- On a number of PowerPC platforms, use SPL_ENV_ADDR not CONFIG_ENV_ADDR
for the pre-main-U-Boot environment location.
- On ENV_IS_IN_SPI_FLASH, check not for CONFIG_ENV_ADDR being set but
rather it being non-zero, as it will now be zero by default.
- Rework the env_offset absolute in env/embedded.o to not use
CONFIG_ENV_OFFSET as it was the only use of ENV_OFFSET within
ENV_IS_IN_FLASH.
- Migrate all platforms.

Today in initr_reloc_global_data() we use some non-obvious tests to
determine if we need to relocate the env_addr within gd or not. In
order to facilitate migration of other symbols to Kconfig we need to
introduce a new symbol for this particular use case.

Pass the ethernet MAC address to the kernel upon boot. This passes both
the local-mac-address property (as passed to U-Boot from cboot) and the
currently set MAC address via the mac-address property. The latter will
only be set if it is different from the address that was already passed
via the local-mac-address property.

Note that U-Boot is always chainloaded from cboot starting with L4T
release 28. cboot always loads U-Boot to a fixed address, so making
the builds position independent isn't strictly necessary. However,
position independent builds can be convenient because if U-Boot is
ever loaded to an address different from its link address, it will
still be able to boot.

We have the following cases:
- CONFIG_NR_DRAM_BANKS was defined, migrate normally
- CONFIG_NR_DRAM_BANKS_MAX was defined and then used for
CONFIG_NR_DRAM_BANKS after a check, just migrate it over now.
- CONFIG_NR_DRAM_BANKS was very oddly defined on p2771-0000-* (to 1024 +
2), set this to 8.

On the NIOS2 and Xtensa architectures, we do not have
CONFIG_SYS_TEXT_BASE set. This is a strict migration of the current
values into the defconfig and removing them from the headers.
I did not attempt to add more default values in and for now will leave
that to maintainers.

cmd/Makefile has:
ifdef CONFIG_FPGA
obj-$(CONFIG_CMD_FPGA) += fpga.o
endif
which means that if CONFIG_FPGA is not set, CONFIG_CMD_FPGA silently
does nothing. Let's remove that Makefile conditional and instead express
this equivalent dependency in Kconfig, so a lot of redundant
# CONFIG_CMD_FPGA is not set
can be removed from board defconfigs that don't actually have an FPGA.

The g_dnl USB settings for the vendor ID, product ID and manufacturer are
actually common settings that can and should be shared by all the gadgets.
Make them common by renaming them, and convert all the users.

CONFIG_USB_HOST_ETHER is the framework that the drivers are dependent on
USB_HOST_ETHER. Use this as a menu and move the existing LAN75XX and
LAN78XX options under new menu. Finally update the defconfigs that need
CONFIG_USB_HOST_ETHER.
