Rev A03 of P2180 requires some PMIC programming adjustments, yet the
PMIC's own OTP has not been updated. Consequently, U-Boot must make
these changes itself.
NVIDIA's syseng team has confirmed that these changes can be enabled on
all board revisions without issue.

This was done in the 32-bit AVP loader (SPL) but is
board-specific so should be moved to the CPU portion.

Based on Venice2, incorporates Stephen Warren's
latest P2571 pinmux table.
With Thierry Reding's 64-bit build fixes, this
will build and and boot in 64-bit on my P2571
(when used with a 32-bit AVP loader).
