Specify max_bus_width directly in usdhc_cfg static definition instead
of tweaking it in the board_mmc_init() function.

USDHC2 does not exist on mx6quq7 board, as USDHC4 was already been
declared this is probably a typo.

After consulting with some of the SPDX team, the conclusion is that
Makefiles are worth adding SPDX-License-Identifier tags too, and most of
ours have one. This adds tags to ones that lack them and converts a few
that had full (or in one case, very partial) license blobs into the
equivalent tag.

By making the board selections optional, every defconfig will include
the board selection when running savedefconfig so if a new board is
added to the top of the list of choices the former top's defconfig will
still be correct.

Add basic SECO MX6Q/uQ7 board support (Ethernet, UART, SD are supported).
It also adds a Kconfig skeleton to later add more SECO board (supporting
SoC and board variants).
