It is a pain to have to specify the value 10 in each call. Add a new
dectoul() function and update the code to use it.

If sleeping has been interrupted, return CMD_RET_FAILURE instead of -1
(CMD_RET_USAGE).

The "cmd/Kconfig" has a TODO description for CMD_MISC that it should
really be named as CMD_SLEEP. Change it in the whole source tree.
