f2fa499883 usb: gadget: Do not export usbd_device_* arrays
Each array is used only in one file (core.c or ep0.c). Move their content
to correct file, mark them as static and do not export out of current file.

This change allows to decrease size of u-boot.bin as more of those strings
are not used.

f516fd99ec common: Move serial_printf() to the serial header
Move this function header to serial.h since this function is clearly
related to serial. The function itself stays in console.c since we don't
have a single serial file. DM and non-DM each has a separate file so we
would have to either create a new common serial file, or repeat the
function in both serial.c and serial-uclass.c, neither of which seem
worthwhile.

83d290c56f SPDX: Convert all of our single license tags to Linux Kernel style
When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from.  So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry.  Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.

In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.

This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents.  There's also a few places where I found we did not have a tag
and have introduced one.

f9da0f8943 Enable high speed support for USB device framework and usbtty
This patch adds the support for high speed in usb device framework and usbtty
driver. This feature has been kept within a macro CONFIG_USBD_HS, so the board
configuration files have to define this macro to enable high speed support.

Along with that specific peripheral drivers also need to define a function to
let the framework know that the enumeration has happened at high speed.
This function prototype is "int is_usbd_high_speed(void)"
