1b11de766f test: add a test for the new tpm_auto_start() function 
A prior patch adds a new API function for TPM2.0, which performs
the full startup sequence of the TPM.  Add a selftest for that.

3bb4db4c38 tpm: Allow reporting the internal state 
It is useful to read information about the current TPM state, where
supported, e.g. for debugging purposes when verified boot fails.

Add support for this to the TPM interface as well as Cr50. Add a simple
sandbox test.
