Check that the watchdog_reset() implementation in wdt-uclass behaves
as expected:
- resets all activated watchdog devices
- leaves unactivated/stopped devices alone
- that the rate-limiting works, with a per-device threshold

It seems that no other test has claimed gpio_a:7 yet, so use that.
The only small wrinkle is modifying the existing wdt test to use
uclass_get_device_by_driver() since we now have two UCLASS_WDT
instances in play, so it's a little more robust to fetch the device by
driver and not merely uclass+index.

The test flags used by driver model are currently not available to other
tests. Rather than creating two sets of flags, make these flags generic
by changing the DM_ prefix to UT_ and moving them to the test.h header.
This will allow adding other test flags without confusion.

These header file should not be included in other header files. Remove
them and add to each individual file. Add test/test.h to test/ui.h since
that is a reasonable place.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

We know that uclass_get_device() does not return NULL for dev when it
succeeds but coverity does not. Add an extra check to hopefully keep it
happy.

This is a simple uclass for Watchdog Timers. It has four operations:
start, restart, reset, stop. Drivers must implement start, restart and
stop operations, while implementing reset is optional: It's default
implementation expires watchdog timer in one clock tick.
