176f1f68fa binman: Renumber 277_rockchip and 278_mkimage test files 
These have ended up with the same numbers as earlier files. Fix them.

05b978be5f binman: Add support for a rockchip-tpl entry 
The rockchip-tpl entry can be used when an external TPL binary should be
used instead of the normal U-Boot TPL.
