At present devres.h is included in all files that include dm.h but few
make use of it. Also this pulls in linux/compat which adds several more
headers. Drop the automatic inclusion and require files to include devres
themselves. This provides a good indication of which files use devres.

First thing we check in meson_clk_set_rate_by_id() is current_rate == rate.
There is not need to check it again.

In order to support the Amlogic G12A clock controller,
re-architect the clock files into a meson directory.
No functionnal changes.
