This adds R-Car Generation 4 (Gen4) support as Renesas ARM64 SoC.
In this version, reusing R-Car Gen3 lowlevel initialize routine [1]
and R-Car Gen3 memory map tables [2] .

Switch ifdef in rmobile_get_prr() to IS_ENABLED() macro.
The CONFIG_RCAR_GEN3 will never have SPL counterpart, so
the IS_ENABLED() macro is the right one here. No functional
change, except for improved build test coverage.

The PRR syscon driver is available too late for Multi DTB build
of U-Boot. Replace it with simple check whether a platform is
Gen3 or not and produce an address of the PRR.

Putting zero length array at the end of struct is a common technique
to embed arbitrary length of members. There is no good reason to let
regmap_alloc_count() branch by "if (count <= 1)".
As far as I understood the code, regmap->base is an alias of
regmap->ranges[0].start, but it is not helpful but make the code
just ugly.
Rename regmap_alloc_count() to regmap_alloc() because the _count
suffix seems pointless.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Implement DM driver for the Renesas PRR into RCar cpu info and convert
all users with DM and OF enabled to this new driver. This means all of
the boards with DM and OF enabled can fetch PRR address from DT, which
is useful on ie. V3M which has different PRR address than the rest of
Gen3 SoCs.

PRR code to fix this report.
