Convert CONFIG_TEGRA_CLOCK_SCALING et al to Kconfig

This converts the following to Kconfig:
   CONFIG_TEGRA_CLOCK_SCALING
   CONFIG_TEGRA_LP0
   CONFIG_TEGRA_PMU
