fw_env: fix build error

The following error appears:

tools/env/fw_env.c:1149:25: error: lvalue required as unary ‘&’ operand
  rc = write(fd, &ENV_REDUND_OBSOLETE, sizeof(ENV_REDUND_OBSOLETE));
