clk: clk_stm32f: Add set_rate for LTDC clock
Implement set_rate() for LTDC clock only, set_rate for other clocks will be added if needed. This is needed by future LTDC driver improvements. Signed-off-by: Patrice Chotard <patrice.chotard@st.com>
