risc-v: qemu: imply NVME_PCI

CONFIG_NVME=y without CONFIG_NVME_PCI=y does not provide working NVMe
support. Instead of implying CONFIG_NVME we must imply CONFIG_NVME_PCI
which will select CONFIG_NVME.
