sqlite: fix a couple segfaults ( #1351 )

* sqlite: use Arc instead of Copy-able StatementHandle
This guarantees that StatementHandle is never used after calling
`sqlite3_finalize`. Now `sqlite3_finalize` is only called when
StatementHandle is dropped.
