Generic Associated Types in Database, replacing HasValueRef, HasArguments, HasStatement (#2973)

* HasValueRef, HasArguments, HasStatement -> Database GATs

replace the associated types from the generic traits
`HasValueRef<'r>`, `HasArguments<'q>` and `HasStatement<'q>`
with generic associated types in `Database`

* fixup after rebase
