9e6a6069a7 Add lint to detect usage of invalid atomic ordering 
Detect usage of invalid atomic ordering modes such as
`Ordering::{Release, AcqRel}` in atomic loads and
`Ordering::{Acquire, AcqRel}` in atomic stores.
