New lint `manual_split_once`
This is a WIP because it still needs to recognize more patterns. Currently handles:

s.splitn(2, ' ').skip(1).next();
s.splitn(2, ' ').next_tuple(); // from itertools
// as well as `unwrap()` and `?` forms
```
Still to do:

let mut iter = s.splitn(2, ' ');
(iter.next().unwrap(), iter.next()?)
let mut iter = s.splitn(2, ' ');
let key = iter.next().unwrap();
let value = iter.next()?;
```
Suggestions on other patterns to check for would be useful. I've done a search on github for uses of `splitn`. Still have yet to actually look through the results.
There's also the question of whether the lint shouold trigger on all uses of `splitn` with two values, or only on recognized usages. The former could have false positives where it couldn't be replaced, but I'm not sure how common that would be.

Move the `upper_case_acronyms` lint back to the style group.
Only warn on fully-capitalized names by default.
Add add a clippy-config option `upper-case-acronyms-aggressive: true/false` to enabled more aggressive linting on
all substrings that could be capitalized acronyms.

Moves the lint back from pedantic to style group.
The lint default now only warns on names that are completely capitalized, like "WORD"
and only if the name is longer than 2 chars (so that names where each of the letter represents a word are still distinguishable).
For example: FP (false positive) would still be "valid" and not warned about (but EOF would warn).
A "upper_case_acronyms_aggressive: true/false" config option was added that restores the original lint behaviour to warn
on any kind of camel case name that had more than one capital letter following another capital letter.
In other words, support:
`disallowed_methods = ["alloc::vec::Vec::new"]` (a free function) in
addition to
`disallowed_methods = ["alloc::vec::Vec::leak"]` (a method).
Improve the documentation to clarify that users must specify the full
qualified path for each disallowed function, which can be confusing for
reexports. Include an example `clippy.toml`.
Simplify the actual lint pass so we can reuse `utils::fn_def_id`.
