Deprecate `filter_map`
Since #6591 , `filter_map` does not even lint `filter().map()`. The cases that are still linted make no sense IMO. So this just removes/deprecates it.

Fix formatting for removed lints
...
- Don't add backticks for the reason a lint was removed. This is almost
never a code block, and when it is the backticks should be in the reason
itself.
- Don't assume clippy is the only tool that needs to be checked for
backwards compatibility

Deprecate unused_collect lint
...
I found this because we only had two test cases in total for this lint.
It turns out the functionality is fully covered by rustc these days.

Our lint deprecation previously didn't work for tool lints, because
`register_removed` was registering lints to be removed _without_ the
`clippy` prefix.
