This commit:
- now makes `HirEqInterExpr::eq_block` take comments into account. Identical code with varying comments will no longer be considered equal.
- makes necessary adjustments to UI tests.

**HELP**: It seems `tests/ui` are compiled under edition 2015, and I don't know how to add tests for this properly.
