ecb1327fed Overhaul installation process 
The new commands are

$ cargo install-ra --client-code
$ cargo install-ra --server --jemalloc

10d34532e3 rename tools -> ra_tools 
This should help with caching on CI I hope (see .travis.yml
before_cache)
