Convert Shellerror::GenericError to named fields (#11230)
# Description

Replace `.to_string()` used in `GenericError` with `.into()` as
`.into()` seems more popular

Replace `Vec::new()` used in `GenericError` with `vec![]` as `vec![]`
seems more popular
