Improve case insensitivity consistency (#10884)
# Description

Add an extension trait `IgnoreCaseExt` to nu_utils which adds some case
insensitivity helpers, and use them throughout nu to improve the
handling of case insensitivity. Proper case folding is done via unicase,
which is already a dependency via mime_guess from nu-command.

In actuality a lot of code still does `to_lowercase`, because unicase
only provides immediate comparison and doesn't expose a `to_folded_case`
yet. And since we do a lot of `contains`/`starts_with`/`ends_with`, it's
not sufficient to just have `eq_ignore_case`. But if we get access in
the future, this makes us ready to use it with a change in one place.

Plus, it's clearer what the purpose is at the call site to call
`to_folded_case` instead of `to_lowercase` if it's exclusively for the
purpose of case insensitive comparison, even if it just does
`to_lowercase` still.

# User-Facing Changes

- Some commands that were supposed to be case insensitive remained only
insensitive to ASCII case (a-z), and now are case insensitive w.r.t.
non-ASCII characters as well.

Use Record::get instead of Value functions (#10925)
# Description
Where appropriate, this PR replaces instances of
`Value::get_data_by_key` and `Value::follow_cell_path` with
`Record::get`. This avoids some unnecessary clones and simplifies the
code in some places.

Add themes to help command when available #10318 (#10623)
# Description
The issue #10318 is resolved by introducing helper methods within the
existing `get_documentation` function in the nu-engine crate. Initially,
I considered using nu-color-config crate to convert HEX config color to
ANSI color and employing the following method
[https://github.com/nushell/nushell/blob/main/crates/nu-color-config/src/color_config.rs#L9C1-L20C2](https://github.com/nushell/nushell/blob/main/crates/nu-color-config/src/color_config.rs#L9C1-L20C2).
However, this approach was deemed impractical due to circular
dependencies. Consequently, in a manner akin to how we invoke the
`table` command from the nu-command crate in `get_documentation`
function to create a themed-colored table, we invoke the `ansi` command
from nu-command to obtain the ANSI theme color code.

# User-Facing Changes
Visual Changes Only: the help command now uses configured theme, else it
falls back on default hard coded values.

Add functions for each Value case (#9736)
# Description
This PR ensures functions exist to extract and create each and every
`Value` case. It also renames `Value::boolean` to `Value::bool` to match
`Value::test_bool`, `Value::as_bool`, and `Value::Bool`. Similarly,
`Value::as_integer` was renamed to `Value::as_int` to be consistent with
`Value::int`, `Value::test_int`, and `Value::Int`. These two renames can
be undone if necessary.

# User-Facing Changes
No user facing changes, but two public functions were renamed which may
affect downstream dependents.

Show parameter defaults in scope command signature, where they're
available for display by help.

I found unexpected ramifications in one completer (NuHelpCompleter) and
plugins, which both use the flag-formatting routine from builtin help.
For the moment I made the minimum necessary changes to get the mainline
scenario to pass tests and run. But we should circle back on what to do
with plugins and help completer..

1. New `parameter_default` column to `signatures` table in
`$nu.scope.commands`
It is populated with whatever parameters can be defaulted: currently
positional args and named flags.
2. Built in help (both `help <command>` and `<command> --help` will
display the defaults
3. Help completer will display defaults for flags, but not for
positionals.

Reduced LOC by replacing several instances of Value::Int {}, Value::Float{}, Value::Bool {}, and Value::String {} with Value::int(), Value::float(), Value::boolean() and Value::string() (#7412)
# Description

While perusing Value.rs, I noticed the `Value::int()`, `Value::float()`,
`Value::boolean()` and `Value::string()` constructors, which seem
designed to make it easier to construct various Values, but which aren't
used often at all in the codebase. So, using a few find-replaces
regexes, I increased their usage. This reduces overall LOC because
structures like this:
```
Value::Int {
  val: a,
  span: head
}
```
are changed into
```
Value::int(a, head)
```
and are respected as such by the project's formatter.
There are little readability concerns because the second argument to all
of these is `span`, and it's almost always extremely obvious which is
the span at every callsite.

Address lints from clippy for beta/nightly (#5709)

Stylistically that might be a bit rough but elides an allocation.

Fallibility of allocation is more explicit, but ignored with `let _ =`

Don't resuggest accepted completions (#5369)
To avoid resuggesting the same completion, add a space after commands or flags that have been accepted via `Enter`. Don't do that for filepaths or external completions
