update release-pkg.nu with updated manual instructions (#10759)
# Description This PR updates the release-pkg.nu script with updated instructions for performing the release manually. These are there specifically because winget fails so often and creating a x86_64 windows msi is not trivial. There are also a couple minor changes to the script's syntax. # User-Facing Changes <!-- List of all changes that impact the user experience here.
