Ryan Davis 917a531a92 Skipped all failing tests on windows AT the failures site. 
This activates a BUNCH of tests but keeps us green.

Whether these tests are valid or not is not being addressed here.

InSpec Plugin Manager CLI

This is a CLI plugin for InSpec. It uses the Plugins API v2 to create a series of commands to manage plugins.

It was the first plugin to be authored as a core plugin under Plugins v2.
