Clinton Wolfe d641254dcb Temporarily bump major version to 7 so we can pin against it. This change should be reverted and the bump performed by the Bump Major Version tag when the inspec-7 branch merges. (#7095)

inspec-bin

This gem exists so that we can publish the inspec executable in a separate gem from the main inspec library gem. This permits the community to use Chef InSpec as a library.
