b5cd64d16a Ignore comment lines in /etc/passwd 
Most passwd/shadow implementations treat lines that start with '#' as
comments. For example, the implementation in OS X:

     if (buf[0] == '#') {
          /* skip comments for Rhapsody. */
          continue;
     }
