Previously we used a hacked up 'xar' tool for signing packages, since productsign produced a package that could not be installed on macOS 10.11. That was fixed in Xcode 12.5 so we can just use Apple's tools again. See #7656. Also see https://developer.apple.com/forums/thread/664842
