completions/mount: Allow files
...
This can use files/directories in a variety of ways, and it's
basically impossible to enumerate all of them - basically *any file*
could be mounted, if only there is a filesystem for it.
We still give the blockdevices and predefined mountpoints, so they can
still be used.

Split off __fish_complete_blockdevice from mount.fish.

The __fish_complete_blockdevice function can be useful to other
completions than mount.fish, so it should live on its own so its
available to those.

This turns '\040' into a space. /etc/mtab also supports other
escapes ("\\" for backslash, "\011" for tab), but I can't find
documentation for those in fstab.

Improve mount completion (now with blockdevices!)
...
This adds blockdevices (and directories) and fixes the regexes to no
longer include comments but include UUID= and LABEL=, which at least
util-linux mount understands.
It also shouldn't fail on systems without fstab any longer (like default OSX).
Fixes #2606 .

Drop use of the N_ no-op for translation descriptions. Instead, tell xgettext that any token following '--description' should be translated. This should greatly speed up completion loading on platforms where fork() is slow. (Hi, OS X)

Replace all internal uses of grep with sgrep, which is a wrapper around grep that strips away any GREP_OPTIONS. This is needed to avoid users who have added arbitrary switches to GREP_OPTIONS, thus changing its behaviour.
