This is a bug fix release containing important fixes since 3.1.0. It
- fixes a regression where `psub` would clean its temporary file before it was usable, breaking `. (something | psub)` (#6613)
- drops the rg and bat completions, which commonly conflicted with files installed into the fish rather than the vendor location by rg and bat packages (#5822)
- undoes a change to glob ordering that also affected the order conf.d files were `source`d in (#6593)
- readds the inadvertently removed `^&1` and `2>>&1` redirections. Note that `^` to redirect stderr is still deprecated and will be removed in future (#6591, #6614)
- lists `time` as a builtin (#6598)
- fixes an issue where exported universal variables sometimes wouldn't update properly (#6612)
- fixes `status current-command` when the command includes variable overrides (#6635)
- fixes a crash when $PWD wasn't readable at start (#6597)
- fixes a crash when `test` is passed "inf" or "nan" with a numerical test (#6655)
