Add completions for Google Cloud commands. (#11005) The `gcloud` and `gsutil` Google Cloud commands use argcomplete, so integrating them is easy with the `__fish_argcomplete_complete` function. (cherry picked from commit d842a6560e7333c373ea26eae7ba230814300c86)
