Update `glam to 0.29, encase` to 0.10. (#15249)

# Objective

Updating ``glam`` to 0.29, ``encase`` to 0.10.

## Solution

Update the necessary ``Cargo.toml`` files.

## Testing

Ran ``cargo run -p ci`` on Windows; no issues came up.
