remove changelog file (#14564)

# Objective

- Remove CHANGELOG.md
- it's redundant with the release blog / the git log
- it's an extra step that may be forgotten in the release process (it
was not updated for the 0.14)
- it's an extra file at the root

## Solution

- Remove it
