Add zh-HK README translation for README. It was wrote in Traditional Chinese Hong Kong style.

Builds will fail because azure pipelines not yet updated with net6.
With the FontUtil rewrite removing any platform specific code, there is
no need to have two separate builds.
Remove the unused ClickOnce target, never implemented.
